He outlined the idea of ​​secularism and freedom, building modern and strong state institutions to support the development of civil society and the economy. At the basis of his avant-garde thought was the desire to involve all the resources of the territory and to take advantage of the strategic location between East and West to increase independence and modernize the nation.

Heydar Aliyev contributed to the birth of relations between Azerbaijan and Italy. In fact, we learn from President Pulpan that her official visit in 1997 was important because it laid the foundations for a path of collaboration that today has reached a good level of strategic partnership between Baku and Rome, confirmed in July 2018 by the visit of the President of Italy Sergio Mattarella in Azerbaijan and the visit of President Ilham Aliyev to Italy in February 2020.

President Pulpan highlights that relations have been consolidated with the signing of the Joint Declaration on strengthening the multidimensional strategic partnership between the two countries during the last visit, by the continuous and growing economic-cultural exchanges and by the promotion of strategic projects, including for 'Europe, such as the Trans-Adriatic Gas Pipeline (TAP), which should see the light by 2020, completing the Southern Gas Corridor.

In the days of the health emergency against Covid-19, Azerbaijan demonstrated its solidarity with Italy by illuminating the Heydar Aliyev Center, an important symbol of Azerbaijan and its capital Baku, with the colors of the Italian tricolor. A welcome attention from Italy.
